STATEMENT OF POLICY:
General Purpose: These policies are enacted by the City of Kokomo in order to further the following goals:
1. To provide a uniform system of personnel administration throughout the City departments.
2. To ensure that recruitment, selection, placement, promotion, retention and separation of City employees are based upon qualifications and fitness, and are in compliance with Federal and state laws.
3. To assist managers in the development of sound management practices and procedures, and to make effective consistent use of human resources throughout the City.
4. To ensure, protect and clarify the rights and responsibilities of employees.
STATEMENT OF PURPOSE
The City of Kokomo issues this statement of personnel policies and procedures as an understanding of the obligations of the City and its employees to each other and the public. Its purpose is to ensure compliance with existing legislation and regulations concerning employment practices and to provide each City employee with fair, equitable, consistent and uniform treatment under its application. The Office of the Mayor is the ultimate source of authority for setting personnel objectives and issuing policy statements. Department heads and other designated supervisory personnel will be responsible for implementing of the following policies under the direction of the Mayor. The Mayor has delegated to the Director of Human Resources the responsibility for interpretations; modifications, and/or additions regarding these policies as such need evolves. The procedures set forth in the following policy statements apply to all City employees except where they conflict with specific contractual agreements or other rules and regulations.
THE CITY OF KOKOMO SPECIFICALLY RESERVES THE RIGHT TO REPEAL, MODIFY OR AMEND THESE POLICIES AT ANY TIME, WITH OR WITHOUT NOTICE. NONE OF THESE PROVISIONS SHALL BE DEEMED TO CREATE A VESTED CONTRACTUAL RIGHT IN ANY EMPLOYEE OR TO LIMIT THE POWER OF THE MAYOR OR COUNCIL TO REPEAL OR MODIFY THESE RULES. THE POLICIES ARE NOT TO BE INTERPRETED AS PROMISES OF SPECIFIC TREATMENT.
